Project Summary:
The Northern Nigeria Education
Initiative Plus (NEI+) project works to improve the quality of and access to
education in Northern Nigeria, equitably and sustainably.
Position Summary:
The Security Advisor in Abuja
works with the HQ Security Manager to manage and coordinate all Creative
security and safety programs, plans and policies relevant to the project
including detailed security procedures that comply with Creative security
policies. This will include emergency response drills and communication
procedures for the project. Reporting & Supervision. This position is
housed in Abuja, Nigeria, reporting to the Chief of Party (COP). The position
regularly interacts with HQ Security Manager and collaborates with project
staff. The incumbent may supervise local security manager in select technical
areas.
Primary Responsibilities
Provide security, safety and
risk mitigation advice and recommendations to the COP. Ensure that project
staff complies with project security procedures. Monitor and analyze the
ongoing threat environment faced by the project and brief the COP accordingly.
Distribute threat warnings to all staff as appropriate. Ensure that appropriate
risk migration measures are taken by the project to respond to the threats or
changes in threats faced by the project. This is to include physical protection
measures, safe working routines, movement restrictions, protection equipment
and security staff provision, as required. Oversee movement control and
coordination for the project, including driver and vehicle deployment and staff
whereabouts. Oversee any security provider contracted by the project to ensure
contractual compliance and performance of their duties, and act as the focal
point of contact with the security provider. Report security incidents,
violations and recommended corrective actions, as appropriate, to the COP, the
appointing authority and the HQ Security Department.
Ensure all new
employee/contractor personnel receive appropriate security orientations and
briefings. Verify that all security devices such as locks, alarms, access
systems and physical force protection measures are operational or reported for repair.
Ensure visitor access and vehicle control systems are effective and appropriate
for the threat environment. Work with the HQ Security Manager to maintain the
project Crisis Response Plan in coordination with the COP, and ensure that the
contact information contained therein is always up-to-date. Provide a weekly
security report to the COP and HQ Security Department. Be able to assist with
out-of-hours emergency response at the project, if needed. Serve as the liaison
with the U.S. Embassy Regional Security Officer and/or equivalent U.S.
Government personnel for project security matters, in coordination with the
COP. Assist the project with business continuity planning, as required. Ensure
that the Creative Sensitive Information (CSI) Plan is distributed to and is
being followed by project staff. Manage the Office Manager, Office Assistant,
Drivers, IT specialist, Janitors and all other administrative staff;In
conjunction with program staff, oversee administration and logistical support
to program activities, including program events and general program workshops.
Manage project team in an open and respectful manner, working with local staff
to build their competencies and capacity.
Desired Skills and Experience:
Bachelor's Degree in a related
field, or equivalent experience. A minimum of 5 years of security management
experience in the context of international development. Familiarity with
Security, HR, finance, logistics, procurement and administrative systems.
Experience implementing security policies, procedures and protocols. Previous
experience with USAID-funded projects. Demonstrated ability to work well in
teams and in a collaborative environment. Excellent organizational skills,
detail-oriented and flexible work style. Strong written and oral communication
skills. Proficiency in the use of computers and Microsoft Office software.
Ability to multitasking, Demonstrated ability to handle confidential and/or
sensitive information. Appreciation of and ability to work effectively in,
diverse work environments. Field-based security and crisis management
experience. Previous work experience in hostile, post-conflict environments
Work experience abroad, preferably in the international development arena.

Background
Under the overall guidance and
supervision of the Chief Security Adviser (CSA), Security Adviser (SA) or the
Field Security Coordination Officer (FSCO), the Local Security Assistant
assists in the implementation of security operations and all matters relating
to the management of safety and security for UN personnel in the country or in
the region of assignment.
Duties and Responsibilities
Summary of key functions:
Assists CSA/SA/FSCO in
collecting, updating and communicating information regarding the security
situation in the country; Assists in maintaining the Security Plan, including
updating staff lists; Supports the CSA/SA/FSCO with the assessment of Minimum
Operational Security Standards (MOSS) for the duty station; Assists in
reporting security incidents affecting UN staff, offices and assets; Organizes
and delivers training courses on security awareness and preparedness; Assists
in ensuring residential (Minimum Operating Residential Security Standards –
MORSS)and office safety, and security preparedness;
Provides general administrative assistance to the CSA/SA/FSCO
Assists the CSA/SA/FSCO in

Liaises and coordinates, as
appropriate, with the host government security organizations and/or personnel,
including national and local provincial authorities, military, and police
officers, as well as non-governmental organizations and other non-State actors
in the area of operation; Helps to assess the security situation at the duty
station and ensures adequate gathering and verification of security information
that may be required for a proper analysis of the situation by the CSA/SA/FSCO;
Communicates information on security to the heads of United Nations agencies
and provides host country security advice to UNDSS in the absence of the SA, as
required; Maintains regular contacts with Security Focal Points of UN agencies;
May be requested to provide technical assistance at SMT meetings, in the
absence of the CSA/SA/FSCO.
Assists in maintaining the
Security Plan, including updating staff lists:
Helps in the preparation and
review of the UN Security Plan; Supports actions during the implementation of
the Security Plan, as required.
Assists the CSA/SA/FSCO in
monitoring compliance with Minimum Operational Security Standards (MOSS)
established for the duty station. Also assists with the compilation of
data required for the MOSS Self-Assessment Programme.
Assists in reporting security
incidents affecting UN staff, offices and assets, and assists in the
preparation of security reports, such as the Security Incident Report, the
Security Assessments and the Quarterly Incident Report.
Provides support in organizing
and conducting training courses on security awareness and preparedness, and
providing security orientation to newly assigned staff members. Conducts
security briefings, as required.
Provides general administrative
assistance to the CSA/SA/FSCO:
Maintains routine and
confidential correspondence files/documents; Maintains a database on contact
details in relation to host country security authorities; Arranges
appointments, receives visitors, places and screens telephone calls and answers
queries with discretion, and takes minutes and/or notes at meetings.
Performs other security-related
tasks assigned by the CSA/SA/FSCO:
Conducts security evaluations
and provides advice on security measures for the residences (Minimum Operating
Residential Security Standards - MORSS) of UN staff, as well as on
latest trends and threats to staff safety and security; Establishes and
maintains warden system and keeps update of information related to UN offices
and residences; Administers a pass and ID system; Maintains liaison with
commercial companies used for UN security at offices and residences, in order
to ensure the effective and efficient use of the guard force.
Impact of Results: The key results have an impact on the accurate and timely
implementation of the overall UN security programme at the country level.

Overall Purpose of the Consultancy
The overall objective of the deployment is to provide a comprehensive
assessment of the key risks/threats to the safety and security of COOPI
personnel, premises and assets in Nigeria and to implement practical mitigation

Specific Responsibilities
Specific deliverables from the deployment
have to include:
To revise and update the COOPI Nigeria Security Plan and Standard
Operating Procedures, and Crisis Management Plans, ensuring that the necessary
controls suitable for the Nigeria context are in place.
To ensure that basic controls to enhance the security of all premises
used by COOPI, including the field operational base, are in place. This has to
include necessary improvements to improve physical security and control egress
and ingress to COOPI bases;
To include in the security SOPs improved methods of evacuation from
relevant operations bases through road or air.
To implement measures to improve COOPI Nigeria’s communication
infrastructure, including embedding standard processes for routine
communication checks;
To review existing external security coordination mechanisms at all
COOPI operational bases and provide recommendations to improve the flow of
external security information into the programme and onward distribution to
field operational bases;
To provide guidelines on best practice for the recruitment of guards for
each base;
To design and implement basic training packages for all recruited guards
and drivers;
To update SOPs for movement of personnel and equipment, particularly by
road and ensure that these are relevant to external threats associated with the
Nigeria context;
To provide training to COOPI personnel on appropriate actions to take
for scenario events such as kidnapping, small arms fire, base raids,
carjacking, hostile behavior at checkpoints, etc;
To
provide a general threat update for the programme management team based on the
most up to date information available, including the provision of key
indicators to trigger an escalation in programme security levels.
Outputs:
COOPI security plan is reviewed and updated.
SoPs for different scenarios are produced and attached to the Security
Plan.
COOPI staff is trained on the SoPs.
